About Kevin Carroll
Kevin Carroll was a distinguished federal acquisition and technology leader who served in the Senior Executive Service (SES) and is best known for his tenure as the U.S. Army's Program Executive Officer for Enterprise Information Systems (PEO EIS). Under his leadership, the organization grew from approximately 170 personnel to more than 650 employees and managed a portfolio of over 120 mission-critical defense information systems supporting the Army worldwide.
Today, the organization he helped shape continues its mission as the Capability Portfolio Executive for Enterprise Software and Services (CPE ES2), a testament to the enduring impact of his vision and leadership.
Throughout his career with the Department of Transportation, U.S. Coast Guard, and Department of Defense, Kevin was known for his commitment to public service, mentorship, collaboration, and innovation. He consistently invested in developing future leaders and was widely respected for his ability to bring organizations together in support of a common mission.
The Kevin Carroll Scholarship for Excellence honors his legacy by supporting outstanding STEAM students who demonstrate academic excellence, leadership, community involvement, and a commitment to serving national security and public service missions.

These scholarships are designed to strengthen the region's STEAM talent pipeline and encourage students who demonstrate academic achievement, leadership, community involvement, and an interest in supporting national security, defense, and public service.
